This is a Chilean prestamped envelope from the 1907-1910 series.
Postmarked 14th April 1911 but no address.
Is this the equivalent of CTO (cancelled to order) for stamps?
Otherwise why would they postmark a blank envelope?

Exactly right Billy, Cancelled To Order.
An address could always be added later!
